Utah Domestic Violence Coalition applauds Salt Lake County's efforts to address criminal justice reform. We also recognize the need to ensure that victim and survivor safety remain a priority throughout this process. Utah's domestic violence rates are some of the highest in the nation and yet domestic violence is frequently perceived as low-risk by our criminal justice system.
Abuse, stalking, property crimes intended to harass and threaten victims, and other forms of "nonviolent" aggression—all of which are typically misdemeanors—are not low-risk crimes; rather, they are high-risk indicators of further violence. As such, it is critical that those who commit these abusive acts not be diverted from the criminal justice system.
